Computing Device Acceptable Use Policy, Procedures and Information

The focus of the Computing Device program at the Fort Huachuca Accommodation School District (FHASD) is to provide tools and resources to the 21st century learner. Excellence in education requires that technology be seamlessly integrated throughout the educational program. Increasing access to technology is essential for that future, and one of the learning tools of 21st century students is the computing device. The individual use of computing devices is a way to empower students to maximize their full potential and to prepare them for college and the workplace.


Learning results from the continuous dynamic interaction among students, educators, parents and the extended community. Technology immersion does not diminish the vital role of the teacher. To the contrary, it transforms the teacher from a director of learning to a facilitator of learning. Effective teaching and learning with computing devices integrates technology into the curriculum anytime, anyplace.

The policies, procedures and information within this document apply to all computing devices used at FHASD including any other device considered by the Administration to come under this policy.

 

Teachers may set additional requirements for use in their classroom.

The use of the Ft Huachuca Accommodation School District’s technology resources is a privilege, not a right. The privilege of using the technology resources provided by FHASD is not transferable or extendible by students to people or groups outside the district and terminates when a student is no longer enrolled in the Ft Huachuca Accommodation School District or otherwise loses the privilege. This policy is provided to make all users aware of the responsibilities associated with efficient, ethical, and lawful use of technology resources. If a person violates any of the User Terms and Conditions named in this policy, privileges may be terminated, access to the school district technology resources may be denied, and the appropriate disciplinary action shall be applied. The Ft Huachuca Accommodation School District’s Student Code of Conduct shall be applied to student infractions.

NOTICE: Students are not allowed to use their own electronic computing devices due to security risks with privately owned devices. Only school issued electronic computing devices will be used by the students.

NOTICE: The AUP includes language that takes effect in the event COMPUTING DEVICES are/are not deployed to all students for home usage. The district reserves the right to determine whether or not students may take COMPUTING DEVICES home and may revoke this privilege at any time.


1.  RECEIVING YOUR COMPUTING DEVICE & COMPUTING DEVICE CHECK-IN

 1.1  Receiving Your COMPUTING DEVICE

Students will be given a COMPUTING DEVICE Orientation” that will be scheduled per each grade level. Parents & students must electronically sign the Student Pledge document before the COMPUTING DEVICE will be issued to the student.

 1.2  COMPUTING DEVICE Check-in

COMPUTING DEVICES will be returned periodically throughout the school year. Students may need to turn in their issued device for maintenance as needed. COMPUTING DEVICES will be returned 1 week before the end of the school year. Unless at FHASD discretion, another time has been designated, so they can be checked for serviceability. Students who transfer, withdraw, are suspended or expelled from FHASD must turn in their COMPUTING DEVICE prior to termination of enrollment.

 1.3  Check-in Fines

Individual school COMPUTING DEVICES and accessories must be returned to their designated homeroom teacher at the end of each school year. Students who promote early, withdraw, are suspended or expelled, or terminate enrollment at FHASD for any other reason must return their individual school COMPUTING DEVICE on or before the date of termination. If, during the COMPUTING DEVICE Turn-In Inspection it is determined that the unit was damaged due to any act of reckless disregard, the student/parent will be held financially responsible. If a student fails to return the COMPUTING DEVICE at the end of the school year or upon termination of enrollment at FHASD, the student/parent will be subject to criminal prosecution or civil liability. The student/parent will also pay the replacement cost of the COMPUTING DEVICE and all missing accessories. Failure to return the COMPUTING DEVICE will result in a theft report being filed with the local police department.


1.4  Inspection

FHASD reserves the right to randomly inspect COMPUTING DEVICES at any time without prior notice, to inspect COMPUTING DEVICES with reasonable suspicion of inappropriate use, or to inspect COMPUTING DEVICES through the course of routine maintenance. Discovery of illegal or non-approved software and/or Apps may result in student discipline as outlined in the Student Discipline, Section 6.

 

 2.  TAKING CARE OF YOUR COMPUTING DEVICE

Students are responsible for the general care of the COMPUTING DEVICE they have been issued by the school. Students must immediately report COMPUTING DEVICES and/or accessories that are broken or fail to work properly to their homeroom teacher for an evaluation of the equipment.

2.1  General Precautions

The COMPUTING DEVICE and its accessories provided by the school are school-owned property and all users will adhere to the FHASD Acceptable Use Policy for Technology.

  1. Cords and cables must be inserted carefully into the COMPUTING DEVICE to prevent damage.
  2.  COMPUTING DEVICES must remain free of any writing, drawing, stickers, or labels that are not the property of FHASD.
  3. COMPUTING DEVICES must never be left unattended. I.e. In an  unlocked car or any unsupervised/unsecured area.
  4. Students are responsible for keeping their COMPUTING DEVICE’s battery charged for school each day.
  5.  Students may not personalize their device in any way, other than by the direction of the IT Department or their teacher.
  6. Any FHASD-issued labels or stickers must remain intact and in place.

2.2  Carrying COMPUTING DEVICES

Any protective cases provided with COMPUTING DEVICES will have sufficient padding to protect the COMPUTING DEVICE from normal treatment and provide a suitable means for carrying the device. The guidelines below should be followed:

  1. COMPUTING DEVICEs should always be in the provided protective case.
  2. If you are carrying your backpack or type of bag, books, workbooks, etc., they must be kept to a minimum to avoid placing too much pressure and weight on the COMPUTING DEVICE, especially the COMPUTING DEVICE screen.
  3. COMPUTING DEVICE should be closed when the COMPUTING DEVICE is not being used.

 

2.3  Screen Care

The COMPUTING DEVICE screens can be damaged if subjected to rough treatment. The screens are particularly sensitive to damage from excessive pressure.

  1. Do not lean on the top of the COMPUTING DEVICE when it is closed.
  2. Do not place anything near the COMPUTING DEVICE that could put pressure on the screen.
  3. Do not place anything in the carrying case that will press against the cover.
  4. Clean the screen with a soft, dry cloth or anti-static cloth.
  5. Do not “bump” the COMPUTING DEVICE against walls, car doors, floors, etc. as it can damage the screen.
  6. Do not place anything on or near the COMPUTING DEVICE that can spill or cause damage.

  

3.  USING YOUR COMPUTING DEVICE AT SCHOOL

COMPUTING DEVICES are intended for use at school each day. In addition to teacher expectations for COMPUTING DEVICE use, school messages, announcements, calendars, and schedules may be accessed using the COMPUTING DEVICE. Students must be responsible for bringing their COMPUTING DEVICE to all classes, unless specifically instructed not to do so by their teacher.


 3.1 COMPUTING DEVICES Left at Home

If students leave their COMPUTING DEVICE at home, they are responsible for getting the course work completed as if they had their COMPUTING DEVICE present. If a student repeatedly (3 or more times as determined by any staff member) leaves their COMPUTING DEVICE at home, they will be subject to the discipline procedures as stipulated in Section 6.6.

3.2  COMPUTING DEVICE Undergoing Repair

Loaner COMPUTING DEVICES may be issued to students when they have to turn in their device for repair. There may be a delay in getting a COMPUTING DEVICE should the school not have enough to loan.

 

3.3  Charging Your COMPUTING DEVICE’s Battery

COMPUTING DEVICES must be brought to school each day fully charged. Students need to charge their COMPUTING DEVICE each evening. Repeat violations (3 or more days) of this policy will result in students being subject to the discipline procedures as stipulated in Section 6.6.In cases where use of the COMPUTING DEVICE during school has caused batteries to become discharged, students may be able to connect their COMPUTING DEVICE to a power outlet in class or sign out a loaner device.

 

3.4  Screensavers/Background Photos

  1. Student screensavers must meet FHASD staff approval before they are allowed on the student’s COMPUTING DEVICE.
  2. Screensavers will be set up in accordance with staff procedures.
  3. Any media deemed inappropriate which would include but not be limited to the presence of guns, weapons, pornographic materials, inappropriate language, alcohol, drug, gang- related symbols or pictures, passwords, or any media that would additionally or otherwise violate FHASD policy or policies, will result in disciplinary actions as detailed in Section 6.6. In the event that other FHASD policies are implicated, such as but not limited to bullying, e.g., then additional disciplinary consequences may be considered.

3.5  Sound, Music, Games, or Programs

  1. Sound must be muted at all times unless permission is obtained from the teacher for instructional purposes or from other FHASD personnel in charge.
  2. Appropriate music is allowed on the COMPUTING DEVICE and can be used at the discretion of the teacher or other FHASD personnel in charge.
  3. Educational, instructional-related internet and COMPUTING DEVICE App games will be assigned at the discretion of the classroom teachers.
  4. Downloading and/or streaming unauthorized media at any time is not allowed.

3.6  Photos

Photos, videos, images, digital media art storage on the COMPUTING DEVICE will be for school projects only. No personal digital media will be allowed.

3.7  Printing

Printing is discouraged in order to preserve resources. However, printing will be available through a request to and express permission by the teacher. Students can work with teachers to print in instances where printing cannot be avoided.

3.8  Home Internet Access

Students are allowed to connect to their home wireless networks on their COMPUTING DEVICE.

4.  MANAGING YOUR FILES & SAVING YOUR WORK

4.1  Saving to the COMPUTING DEVICE/Home Directory

Students that need to save their work can use the district provided cloud based storage. To ensure that work is not lost due to mechanical failure or accidental deletion, it is the student’s responsibility to upload all assignments, including rough drafts, to the student management system provided.


COMPUTING DEVICE malfunctions are not an acceptable excuse for not submitting work.

4.2  Network Connectivity

FHASD makes no guarantee that their network will be up and running 100% of the time. In the rare case that the network or student management systems or programs are down, students will be afforded an extension period during which they may retrieve and turn in their work.

 

4.3 Applications that Bypass or Attempt to Delete Proxies and/or content filtering software

It is a violation of the Acceptable Use Policy to use applications that bypass or delete proxies and/or content filtering software. Violations will subject the student responsible for the COMPUTING DEVICE and/or any other student(s) who may be implicated to the disciplinary action plan as detailed in section 6.6.

 

5.  SOFTWARE ON COMPUTING DEVICES

5.1  Originally Installed Software

The software/Apps installed by FHASD must remain on the COMPUTING DEVICE in usable condition and be easily accessible at all times. Periodically the school may add App software for use in a particular course. Periodic checks of COMPUTING DEVICES will be made to ensure that Apps have not been removed and that the main settings meet the standard and have not been altered.

5.2  Additional Software and Synchronizing

Students are not allowed to load extra software/Apps on their COMPUTING DEVICES. Students will not synchronize COMPUTING DEVICES or add Apps to their assigned COMPUTING DEVICE. This includes creating or using home synching accounts.

5.3  Inspection

FHASD reserves the right to inspect COMPUTING DEVICES at any time without prior notice.


Discovery of illegal or non-approved software or Apps will result in student discipline.

5.4  Procedure for re-loading software

If technical difficulties occur, or if illegal software or non-FHASD installed Apps are discovered, the COMPUTING DEVICE will be restored from backup. FHASD will generally make reasonable efforts to afford affected students the opportunity to retrieve/upload work prior to a re-image or re- format. However, the school does not accept responsibility for the loss of any software or documents deleted due to a reformat and reimage when non-approved software has been installed or downloaded.

5.5  Software upgrades

Upgraded versions of licensed software/Apps are available from time to time. Students may be required to check in their COMPUTING DEVICE for periodic updates and synching.

6.  ACCEPTABLE USE

Violations may result in disciplinary action up to and including suspension/expulsion for students. When applicable, law enforcement agencies may be involved, and/or FHASD may pursue penalties beyond suspension/expulsion.

6.1  Parent/Guardian Responsibilities

  1. Talk to your children about the values and the standards that your children should follow when using the Internet just as you do on the use of all media information sources such as television, telephones, movies, and radio.
  2. Monitor your child during use of the Internet while on your home or other non-district supported networks.

6.2  School Responsibilities

  1. Provide Internet access at school to FHASD students that will be restricted in compliance with Children’s Internet Protection Act (CIPA), regulations and school policies.
  2. Provide Internet blocking of inappropriate materials as able on the school's network.
  3. Provide cloud based data storage areas. 
  4. FHASD reserves the right to review, monitor, and restrict information stored on or transmitted via FHASD owned and managed resources and to investigate inappropriate use of resources.
  5. Provide staff guidance to aid students in doing research and help assure student compliance of the Acceptable Use Policy.
  6. Provide students with instruction concerning acceptable and ethical use of equipment and Internet resources.

6.3  Student Responsibilities

  1. Use computers/devices in a responsible and ethical manner.
  2. Obey general school rules concerning behavior and communication that apply to COMPUTING DEVICE use.
  3. Use all technology resources in an appropriate manner in order to avoid damaging school equipment.
    1. This “damage” includes, but is not limited to, loss of data resulting from delays, non-deliveries, miss-deliveries, or service interruptions caused by the student’s own negligence, errors, or omissions.
    2.  Use of any information obtained via FHASD’s designated Internet System is at student’s own risk. FHASD specifically denies any responsibility for the accuracy or quality of information obtained through its Internet System services.
  4. Help FHASD protect computer systems and devices by contacting an administrator about any security problems encountered.
  5. Monitor all activity on student’s account(s).
  6. Turn-off and secure COMPUTING DEVICE after completing work, during work breaks, or between work assignments.
  7. Report physical damage to the COMPUTING DEVICE immediately to school staff.
  8. Return COMPUTING DEVICE to the homeroom teacher by the designated time for any routine maintenance, the homeroom teacher will inspect the device, and at the end of each school year. (Exception: Students, who promote early, withdraw, are suspended or expelled, or terminate enrollment at FHASD for any other reason must return their COMPUTING DEVICE to their individual school before their date of termination.)

 

6.4  Student Activities That Are Strictly Prohibited Include:

  1. Loaning assigned COMPUTING DEVICE to another student, friend, or family member.
  2. Installing or transmitting illegal or copyrighted materials.
  3. Violating any FHASD policy or public law.
  4. Sending, accessing, uploading, downloading, or distributing offensive, profane, threatening, pornographic, obscene, cyber bullying, or sexually explicit materials.
  5. Using chat rooms, sites selling or providing term papers, book reports, and other inappropriate forms of student work.
  6. Using or accessing unauthorized messaging services.
  7. Using outside data disks or external attachments without prior approval from the administration.
  8. Changing COMPUTING DEVICE settings (exceptions include personal settings such as font size, brightness, etc).
  9. Downloading or installing non-FHASD sanctioned Apps/software.
  10. Accessing personal email accounts other than student’s own FHASD accounts.
  11. Spamming or sending mass or inappropriate emails.
  12. Gaining inappropriate access to other student accounts, files, and/or data, including sharing of login credentials.
  13. Using the school’s Internet account for financial or commercial gain, or for any illegal activity.
  14. Using anonymous and/or false identities for communications through chat rooms, messaging, etc…
  15. Giving out any personal information about themselves or others for any reason over the Internet. This includes, but is not limited to, setting up internet accounts including those necessary for chat rooms, shopping, email, etc.
  16. Participating in credit card fraud, electronic forgery, or other forms of illegal behavior.
  17. Vandalizing (including any malicious attempt or reckless disregard to harm or destroy hardware, software, or data, including, but not limited to, the uploading, downloading, installing, or creation of computer viruses or computer programs that can infiltrate computer systems and/or damage software components) of school systems or equipment.
  18. Bypassing the FHASD web filter through a web proxy or by any other means.
  19. Leaving FHASD property unattended and exposed to possible theft, inclement weather, or other reasonably avoidable problem.
  20. Otherwise mistreating FHASD property or systems.

 

6.5  Legal Propriety. Students are also expected to:

  1. Comply with trademark and copyright laws and all license agreements. Ignorance of the law is not immunity. If you are unsure, ask a teacher or parent.
  2. Provide original work. Plagiarism violates the FHASD Code of Conduct. Give credit to all sources used, whether quoted or summarized. This includes all forms of media on the Internet such as graphics, movies, music, and text.
  3. Eschew hacking software. Use and/or possession of such hardware is strictly prohibited and violators will be subject to procedures outlined in the FHASD Student/Parent Handbook. Violation of applicable state or federal law will result in criminal prosecution or disciplinary action by the District.

6.6  Student Discipline

If a student violates any part of the above policy or Discipline Plan, he/she may receive disciplinary action.  

 

7.  PROTECTING & STORING YOUR COMPUTING DEVICE

 

7.1  COMPUTING DEVICE Identification

Student COMPUTING DEVICEs will be labeled in the manner specified by the school. COMPUTING DEVICEs can be identified in the following ways:

  1. Record of serial number/MAC Address
  2. FHASD Label

7.2  Storing Your COMPUTING DEVICE

When students are not using their COMPUTING DEVICE, they should be stored in the provided case. Nothing should be placed on top of the COMPUTING DEVICE when stored in the locker. In the event that FHASD permits students to take COMPUTING DEVICE home, students will be expected to take their COMPUTING DEVICE home daily. COMPUTING DEVICE should not be stored in a vehicle, regardless of whether or not the COMPUTING DEVICE is potentially within sight of a person outside the vehicle.


7.3  COMPUTING DEVICE Left in Unsupervised Areas

Under no circumstances should COMPUTING DEVICES be left in unsupervised areas. Unsupervised areas include but are not limited to the school grounds and campus, the lunchroom, locker rooms, library, unlocked classrooms, dressing rooms, rest rooms and hallways. Any COMPUTING DEVICE left in these areas is in danger of being stolen. If a COMPUTING DEVICE is found in an unsupervised area, it will be taken to the office. A student will be subject to penalties.


8.  REPAIRING OR REPLACING YOUR COMPUTING DEVICE

8.1 Technology Fee

FHASD does not currently charge a fee.

8.2  Malicious Intent/Reckless Disregard

If a student maliciously or through reckless disregard destroys/damages his/her or another student’s COMPUTING DEVICE, or any technology device, the students and/or his/her parent(s)/guardian(s) will be held monetarily and/or criminally accountable for all costs.


8.3  Family Responsibility

If a device is lost or stolen and there is no verifiable proof of theft (forced entry), the student will owe current market replacement cost of the device to (FHASD) minus allowable depreciation costs. The student will be assigned a loaner or replacement device. The loaner device will not go home until restitution is made for the lost COMPUTING DEVICE.

 If a device is stolen off-campus it is the responsibility of the parent to report the theft to the appropriate authorities. To file a report you will need the COMPUTING DEVICE serial number and FHASD Asset tag number. Please contact the school for this information. In order for FHASD to cover a theft, there must be evidence that proves a break-in occurred. For example, proof may consist of a broken window, a pried open door, or a cut lock, etc… If the theft meets these requirements and there is no countervailing evidence the device will be covered under the Technology User Fee. Until a police report is filed and a copy is provided to FHASD, all thefts will be considered not covered.
