Children ReadingArizona law requires students to meet a minimum standard in reading by the conclusion of 3rd grade.  If a student fails to meet the Move On When Reading (MOWR) cut score, they will not be promoted to 4th grade.  There are a few good cause exemptions to retention for 3rd-grade students who fail to meet the MOWR standards:
  • The student is an English Language Learner or is a limited English proficient student with fewer than two years of English Language instruction
  • The student is in the process of a special education referral or evaluation and/or the student has been diagnosed as having a significant reading impairment, including dyslexia
  • The student has an identified disability and has an IEP, and the IEP team (including parents) agrees that promotion is appropriate
  • The student has demonstrated or subsequently demonstrates sufficient reading skills or adequate progress towards sufficient reading skills of 3rd-grade reading standards as evidenced through the collection of reading assessments approved by the State Board of Education.
